Looks more like a nutritional deficiency to me, as opposed to a disease. The pale leaf discoloration is called chlorosis and can be the result of many things. You may be able to get an idea from the appearance, or quality of the chlorosis. But the only way to truly tell what is lacking is to get a laboratory soil test.
Horseradish is prone to a number of diseases and conditions, like ringspot virus, brittle roots, etc.

Contact your local Extension Service for the best advice for your area.

Agree. I had horseradish in my former yard. Doesn't look right.
