Damp Rot, Powdery Mildew and Rust
Setting:
My yard and home are damp. (3 weeks after we closed on the house, it rained and we had 3 inches of water in the basement -- wiped out our decorating budget with expensive French drains.) We run the dehumidifier year round to control dampness. Outside, I battle moss on the eastern (shady, uphill) side of the house.
New Wetness Problem:
I'm worried about starting my fall plantings because damp rot spores have taken over my home! This fungus killed off my entire tray of seeds, which I pitched, then it did in some other herbs I tried to start, and the coffee bean seeds my daughter gave me as a Mother's Day present.
I'd never seen this before, so it caught me by surprise and it really does its damage really fast. I've even seen spots in some established house plant pots. I hit the spots with Bonide (Copper Fungicide -- supposedly organic.) Outside, I'm using Actinovate to ward off powdery mildew and rust, which have gotten parts of my crop in recent years, but where I can't keep up using copper fungicide once temperatures rise.)
Are there better solutions indoors and outside?

A wet basement is serious business! I'm thinking Stachybotrys chartarum, aka black mold. Was there no disclosure from the seller? If not, maybe you have recourse. As a retired health inspector, including substandard housing, I would run from a moldy home. If you can fix the cause of the mold, that is the wetness, only then can you clean the house and reduce the exposure to mold. Stachy is found in nature, in our gardens, but we shouldn't have colonies growing in the house.
Damping Off Fungus
We put in French drains on 3 sides of the basement and a sump pump. The dehumidifier runs alot and dumps to the floor drain that feeds the sump. No black mold problems.
Up hill about 3 miles away to the east is a large reservoir. A mile down the slope to the west is a stream that feeds a local river. In Maryland water is a way of life.
I used the wrong term. It is "damping off" and caused by a fungus Phytophthora capsici. Infected seedlings never emerge and the growing medium has patches of white fuzz. As I said, I've never had this problem before, but we've had a very damp spring.
