Light bulbs and seedlings

Last year I bought a flourescent light fixture for my seedlings and had great luck. The seedlings are looking really leggy already. Could it be that I need new bulbs? I have the lights less than an inch from the seedlings as suggested and haven't done anything differently from last year.

It could be, but it usually takes a few seasons for the bulbs to fade. What kind of bulbs are they? Natural light? Full spectrum?
