Hi Sammelvin, Where are you seeing this idea? Am I missing something due to the late hour?
What happens
You get an enriched compost. Manure and humus are always added to my compost windrows. Add finely chipped wood chips, kelp, and alfalfa to it, and your compost pile will heat up enough to steam and give you magic mix compost.

Can the alfalfa be dried a bit (hay) or should it still be green?
Wondering because I can get hold of some good hay.

Dried is perfect
I use alfalfa dried and finely shredded. When we first started using it, we bought it from a local organic garden center called "Gardens of Babylon." It came in a 10-pound box, and a little went a long way, because it was concentrated alfalfa meal.
Then, we found it cheaper in bulk at a county co-op outside of our county. We purchased two bales of alfalfa hay and have been using it now every year. It costs $7 per square bale, and they loaded it in our trunk.
