Community Garden WATER Empty Community Garden WATER

We have a community garden in the back of a Church and Church School on one water bill....here is Chula Vista California..........any advice is appreciated as the church has more than doubled the rental of a plot......is it possible to get a separate meter and proceed from there.....................Tabletopper

I think it would be possible but you would have to look carefully at the costs as there always unforseen snags.
