Some sort of spore or fungus?

I planted a few seedlings adding mycorrhizae. Now I see this strange thing growing in a few spots. Ever seen something like this before?

I have exactly the same thing in my garden with my garlic.
With changes to our watering system recently the bed has gone unwatered.
I was there tonite and whatever that was, is now dead..... so water is the key.

I have seen it before, I don't know the name. It will move through it's life cycle and disappear. Maybe it came with the mulch.
