We have a few rolls left over from a roofing job. Is it ok to use in veggie gardens?

Yes, but....

It will do a great job keeping anything from growing through. People use newspaper and cardboard for that purpose, too; I imagine tar paper would outlast them. You should poke holes in it for drainage. My only reservation is that there might be a very remote possibility of petroleum chemicals leeching into the mel's mix. I'm only speculating that it could. For peace of mind, lay a piece of plastic on top with some drainage holes in it too.

I recently did a SFG bed project where I used torch down roofing; it has similar chemicals in it. I thought about the potential for leeching for several days, and finally decided to cover it with plastic just to be on the safe side.
