Brenda, go to the fabric store and buy some tulle, several yards. I cut the tulle up and wrap it over and around my brassicas. It works well.
Alternatively you can go to the garden each day to hand pick and squish the cabbage worms.

Here is an example of using Tulle over the brassicas.  I didn't get a single hole in any of the plants when I used the Tulle and I didn't have to spray any pesticides or hand pick off any cabbage worms.

You can also use an organic spray called BT  or hand pick the cabbage worms as Camprn says.

Yolos nice hoop. I used to do that but then it got to expensive for me. Boffer gave me the idea of individually wrapping the plants. It works incredibly well, and no need to lift the hoop for watering and tending.

Spray with BT before wrapping or covering in case you missed picking out worms or some eggs got past you.

Until you find a better solution, such as netting, pick off the caterpillars early and often. Even catching a few can make a big difference.

And even after you've put up some netting, should you decide to do that, still go and check for caterpillars, as adult moths may already have laid eggs you can easily miss that will then turn into caterpillars later, right under the cloth.

Some people say they won't grow cole crop or leaf crops without netting, and I can see why. My brussels sprouts were devastated in days.
