Is my garlic growing?

I planted three squares of garlic this spring. At first many of them had lovely green spikes coming up. But then they stopped. Now I think I only have 2 or 3. I pulled up a couple and they have lots of roots shooting from the bottom. The bulb itself feels kind of moist, but not squishy at all. Did I overwater them? Is this what happens to spring bulbs as oppossed to planting them in the fall? Should I pull them so that I can use the squares for something else and replant in the fall?????
