The irrigation pipe tubing can also work for lightweight support of row covers.
It's pretty cheap, and if you've ever bought a roll, you probably have a few extra feet.

Very sweet of you all to try to find me some pretty hoops. I've already tried all the options you've suggested, plus every sporting goods store in town, and the Target/Wal-Mart/Fred Meyer stores as well. (The Amazon option is bulk orders of assorted colors, and not shipped through Amazon so no free shipping regardless. There was one free shipping Wham-O hoop, but "colors may vary" and it was fourteen bucks for just one!).
GWN - not a dumb question. It's actually one hula hoop per garden hoop. So you make one cut and spread it open.

HULA HOOPS small ones at the dollar store might be good for a may poll type trellis.
