Tomato plant not flowering no tomatos Empty Tomato plant not flowering no tomatos

I have a tomato plant in one of my squares that will not flower. It getg the flower stems but they don't open and flower. so far its only got 2 tomatos on it. It is growing and I have pinched all the suckers off. Do you have any ideas as two why it's not flowering?
