tunneling in my SF boxes

tunneling in my SF boxes
Does anyone have an idea what could be causing shallow tunnels and shallow holes about one inch deep and wide in my boxes? Mouse? Toad? It's tunneling through my newly planted seeds. I had this problem last year too throughout the growing season.

If there is evidence of an actual tunnel I would suspect moles or voles. If there is no tunnel but just a hole then I would suspect birds, such as robins. When they go after a worm they almost dive into the Mels mix.

Toads do it to mine. They back into the soft soil with just their eyes showing. When they come out it makes a small hole maybe 2 inches deep.
