plastic or weed fabric as cover mulch?
As a bind weed prevenitive measure and over all warmer, moist environment for veggies seems ideal.

Its essentially like saran wrap only black. I'm also considering using weed fabric as a cover mulch. The weed fabric might be better in my area so I can use the rain water to water the garden. I've read it does little to warm the soil like black plastic but it does stop weed growth. Hopfully this helps.

Re: plastic or weed fabric as cover mulch?
I have heard some folks have had success with the red plastic type mulch under tomatoes, it is made specifically for tomatoes, something about reflecting more light up to the plants, other than that, I'm not sure using any kind of plastic as mulch is beneficial...
