Is This Compost Good to use? Empty Is This Compost Good to use?

I just bought this cow manure and it doesn't look the same as other compost blends I have purchased. Is it fully composted or is it still in a raw state? I have a very poor sense of smell and when I sniffed it I didn't smell anything.
