Can I start my 3'x3' compost pile?
Even if I don't have enough stuff to fill it yet?
I do have enough to fill it approximately half way.

First of all, Thank you for joining us here on the forum. It is so nice to have you. Hope you will feel free to ask questions or join in the conversations here.
I am not in your area but way north of you in Canada. Central British Columbia to give you a better idea of how far north.
To answer your question, YES, you can start your compost pile. And you can keep adding kitchen waste and or yard waste to it every day, Keep it damp and turn it at least very other day or every day if you want to. Composting is the most amazing thing. You take garbage and it turns into the best stuff you can possibly have to put on your garden. It is awesome.
