Root maggots?

I was making a hole to remove a damaged tomato plant, and saw a worm. I looked in a book and a photo labeled "root maggot" looks like what I killed, but mine was like 1.5 inches long. What could it have been? And what do I do about it?
The plot I found it in has 1/2 old soil and clay and 1/2 Mel's mix.
The photo shows as it was curling up.

I believe that's a Japanese Beetle grub. Its controlled by Milky Spore disease inoculation. The adults will eat the leaves of your veggies and flowers and the grubs will eat the roots... Good for chickens and fish bait...
