That would appear to be Bean Rust, which is a fungus that typically spreads during damp periods or when damp/wet bean leaves are disturbed. If it is bean rust, the best way to control it is to carefully cut of affected leaves without spreading the fungus spores and destroy the leaves.
Another similar condition, though, is Bacterial Brown Spot. Copper sprays are used to minimize damage from BBS.
The primary difference in the appearance of Bean Rust and Bacterial Brown Spot is that the Bean Rust typically has yellow highlighting around the brown spots, and
Bacterial Brown Spot does not. It is very important to prevent bean diseases to not work the plants when the leaves are wet from dew, rain, watering, etc. - ensure the leaves are completely dry before working with them.
