What "runner" on a strawberry plant?
and how do you get it to become a new plant of it's own?

during the growing season they grow long stems that grow roots when they touch the soil. You don't have to do anything, they can do that by theirselves .
It's better to cut them away as long as your strawberries aren't ripe yet, because that way the plant can put all its energy in the production of fruits. After you've harvested, just let them grow. Once rooted, you can cut them loose from the parent plant, and repot or replant somewhere else.
