I want to buy new seeds for beets and carrots.   I am tired of seeds maybe sprouting, maybe not.

Any recommendations?

I love Baker Creek.  Everything I've tried from them has a great success rate!

Try a container made for growing sprouts. You get nice clean sprouts and roots very quickly, and they transplant easily if you don't put them in so densely their roots get matted. Which should be easy.
