sounds like some of your bagged compost had a lot of peat in the bag. We have found the same problem when we purchased from big box stores like Lowes, and Home D. The local nursery compost was perhaps ok on the peat, it just depends....
when looking at your picks I do see what appears to be a lot of peat moss.....again...this happens to us as well....so we tend to cut back or cut out peat moss all together if we are going make more MM and have to purchase the compost instead of using our own compost.....to our garden beds.....
the thing you can do now....and because it sounds like your weather has been a bit dry......is feed your plants some kind of liquid fertilizer....fish emulsions seems to work pretty good ...but its stinky but works great.....if you are going to be getting some rain, you could add some blood meal....just sprinkle it around the plants that seem to be not looking well....
I would feed the plants that are looking yellow and stunted as the label states on what ever you decide to feed them.....and see how they do....and if you are in to making compost tea that would help also.....you could feed them once a week or more....if you make reg compost tea with out adding anything extra..... you cant over feed them on compost tea.....
then when its time to replant and add in your scoop of compost....make sure its really good compost that doesn't seem to have any peat moss or bits of wood....you can also side dress your plants with some really good compost too....
it took us until the following year to have our beds where they should be more balanced, as the peat moss will break down....
so this year maybe a little more work as far as keeping an eye on the plants and feeding them when they look like they need it...and next year you shouldn't have to do that as much....
this is my thoughts.....hope it helps!
