White Bugs or Leafhoppers ??? Empty White Bugs or Leafhoppers ???

Does anyone know what type of pest this is.  I got the pictures off another forum because my camera will not take good close up pictures.  But my pests look exactly like the following pictures.  These pictures are of a tomato plant but my bug is on the stems of my rattlesnake beans.  They are very small white fly looking bugs.  When you approach them they hop off the stem and usually end up on a lower leaf or the ground.  I thought they were white flies and somebody else mentioned leafhoppers.  But the images on the web just don't match the following picture.

On the right hand side of the above picture near the top of the white stuff is the small white bug.

Anybody know what they are and how to treat them.

I had those things a couple years ago.  They were like fleas jumping all over in the hostas, snow on the mountain and
lilies of the valley.  I sprayed Neem in the whole area (don't forget the soil) a few times and they did not return the next year.  Also had lots of white flies in the vegetable garden that season and used Neem on everything in there.  No problem again the following
season.
