possible flea beetles. Try covering the plants with tulle or a fine net.

Also do some research on flea beetle life cycle. they wont last all season. BUT they may have a few generations throughout the season.

Thanks I finally saw one of them and picked it off and squashed it. I was looking for them during the daytime and missed them. I went out with my flashlight and actually saw two but one got away.
