What type of fly is this? Empty What type of fly is this?

Anyone know what type of fly this is? And how do we make it go away? They are covering all my tomato and pepper plants we just transplanted. They are on the not yet transplants as well. We sprayed with insecticidal soap and now they are all drippy wet and dead. Is this the best plan of action or is there something better? They seem to have sucked the life out of quite a few leaves.
