Drainage for second story deck

Drainage for second story deck
I need help with planning drainage for my boxes on the deck which comes off the second story. Under this deck on the first floor is heavily shaded, so it is SFG useless.
I'm thinking of boxes 1 or 2 wide and then however long possible. I think the length of the railings are probably 8 feet and 14 feet. I can put a drainage space underneath by using 10 inch or so wide wood (or whatever I scrounge up). If I thought it would support it, I'd SFG the hole deck.
The cement on the first floor under the upper deck is bigger than the upper deck, so any water dripping goes right down onto this cement.
The only idea I've had is to build the hidden bottom at an angle and put some kind of threaded pipe piece (or pvc piece if that would be tight enough) on the lowest end and then have that connect to a tubing or garden hose. I could paint the tubing to be inconspicuous and it would drain by a tree or into the flower bed.
I could post my address because the zillow site includes a photo of the backyard. I don't know if that info is allowed to be posted here on the forum.
Oh, do the cheapo metal hanging baskets with that brown/beige mossy stuff that they sell at Michael's and Joann's work well, or are they poor imitations of whatever 'the real ones' are?

You've got some great ideas. You'll have to run it off somehow. But hopefully you aren't overwatering, so you don't have much to run off!

You may be able to get a plastic basin that would normally go under a washing machine (not sure of the size, maybe 3 x 3). Place the basin under your SFG boxes. You could then attach PVC pipe to the basin and let and water flow out the pipe. You could run you pipe down the deck post so it would not be so obvious.

In the Showcase of Gardens forum, there's a thread called "Cheap plastic 2x3 boxes..." that shows something that might work for you...
